Montenegro continues to embarrass its justice system when it comes to penalties for child sexual abuse! In the past five years, a whopping 86.2% of convictions resulted in prison sentences barely above the legal minimum. Do judges really think that’s enough? The Parents Association and legal experts warn of a catastrophic practice: mitigating circumstances are overused, and protective measures for victims are inconsistently and poorly applied. Although measures like banning offenders from places where children gather and mandatory police reporting exist, their enforcement is slow and ineffective.
