Montenegro’s Climate Adaptation Plan: Heroic Leap or Slow Motion Farce?

Montenegro’s government has finally adopted its Climate Adaptation Plan for 2025-2035. Ecology Minister Damjan Ćulafić warns that climate change is irreversibly altering our planet, seriously threatening human health, the economy, and natural resources. This strategic document aims to boost Montenegro’s resilience and improve institutional capacity for effective action over the next decade. But will these measures actually be implemented, or is this just another dusty paper?

The plan covers agriculture, water, health, tourism, and cross-cutting themes like gender equality and social inclusion. Each sector underwent a vulnerability and capacity analysis, resulting in concrete measures with clear implementation steps, timelines, and responsible institutions. Funded by the Green Climate Fund, the plan opens doors for additional financial support.

Minister Ćulafić stresses this is not just a document but Montenegro’s commitment to bravely face climate challenges. Yet citizens wonder — how much will really be done? Will institutions finally cooperate and act in coordination, or will this remain empty promises?

In an era of soaring temperatures, wildfires devouring family businesses, and nature changing before our eyes, Montenegro must prove it’s ready to fight for its future. If not now, when? If not us, who? What do you think — is this plan just political theater or the real start of big change? Drop your thoughts and let’s see who’s optimistic and who’s skeptical!
