Bosnia and Herzegovina is on the verge of receiving about one billion euros from the European Union, but… it’s not that simple! While its Western Balkan neighbors have already started pulling funds from the EU, BiH remains stuck because political games and disagreements are blocking the necessary reforms to access the money.

What’s going on?

The Council of Ministers of BiH has finally adopted a draft reform plan, which is the first step towards unlocking about one billion euros from the EU’s 6 billion euro Western Balkans financial package. Of this, 2 billion euros are grants, and the rest are favorable loans. These funds are intended to stimulate economic growth, green and digital transition, and strengthen regional integration.

But here’s the catch! The government of Republika Srpska and four majority cantons governed by the Bosniak Party of Democratic Action (SDA) led by Bakir Izetbegović have so far opposed certain reforms. Due to the complexity of the political system and the need to harmonize all levels of government, including entities and ten cantons in the Federation of BiH, the process is extremely complicated and slow.

Why is BiH the only Western Balkan country that hasn’t started using the funds yet?

While Albania, Kosovo, Montenegro, North Macedonia, and Serbia have already begun implementing their reform agendas and have drawn initial grants, BiH is still stuck. The main reason? Political disagreements and the complexity of the internal political framework. All parties must agree on reforms, which seems like an impossible mission.

What do officials say?

Borjana Krišto, Chairwoman of the Council of Ministers of BiH, thanked EU Enlargement Commissioner Mariya Gabriel and the EU delegation, emphasizing that after adopting the draft reform plan, all levels of government will work on harmonizing the final text. “We continue our progress on the path to the EU,” Krišto said.

What’s at stake?

One billion euros is no small amount. It’s money that can boost the economy, help with digital and green transition, and strengthen regional cooperation. But if political games continue, BiH will remain the only country in the region without benefits from this aid package.
