Culic and Popovic Re-Arrested Over Criminal Organization Charges!
Is this yet another proof that crime and corruption in Montenegro have no end? Goran Culic (46) and Ivan Popovic (41), suspects in creating a criminal organization, have been re-arrested and placed in detention in Spuz. The Higher Court in Podgorica overturned the previous house arrest measure to detention due to flight risk.
Who are the suspects?
Besides Culic and Popovic, the case involves Marko Drobnjak, head of the Danilovgrad security department, Podgorican Mato Knezevic, and others linked to this criminal organization. All are under investigation by the Special State Prosecutor’s Office (SDT) for suspicion of creating a criminal organization and abuse of official position.

The investigation indicates that the suspects are connected to the fugitive N.V. and a high-ranking member of the Kavač clan, Milan Vujotić. This sheds new light on the depth of criminal networks operating in Montenegro and the region.
Why detention?
Detention was ordered due to the risk of flight and possible obstruction of the proceedings — destroying evidence or influencing witnesses. This is not the first time strict measures have been imposed in this case, indicating the seriousness of the charges.
What happened earlier?
On Wednesday, officers of the Special Police Department conducted urgent investigative actions in Podgorica, Bar, and Danilovgrad. The arrests followed after the SDT collected evidence of the existence of a criminal organization.
What does this mean for Montenegro?
These new arrests confirm that the fight against organized crime continues, but criminal networks are deeply rooted. Will justice finally be served, or is this just another episode in an endless saga?
