DPS and Montenegro’s Security Sector: Mafia House of Cards or Citizen Protection?

DPS in Montenegro is under fire again for the chaotic security situation that claims innocent lives every day. Andrija Klikovac, a DPS official, doesn’t hold back and directly accuses Momčilo Leković of being the operative hand of his closest relative, a decades-long criminal and member of one of the most dangerous criminal groups. Klikovac claims that the security sector is led by the chief strategist Boris Bogdanović, which, according to him, is the direct reason why Montenegrin citizens fear for their lives daily. The situation is so dire that the number of deaths and injuries is rising, and the security sector is in total disarray.

On the other hand, Democratic Montenegro MP Anđela Vojinović goes even further, accusing DPS of subordinating the security sector to mafia interests. She claims that DPS leaders and cadres have turned Montenegro into a mafia playground for decades, where smuggling, corruption, and thuggery were the norm. According to her, 86 murders from the 90s were never solved, and during one mandate of Duško Marković, 98 citizens were killed, 46 of them victims of mafia clashes. Vojinović points out that DPS police directors ended up in court, while state institutions were used for wiretapping, intimidation, and silencing the truth.

She says the DPS mask has fallen, and it’s now clear that mafia, corruption, and crime are deeply rooted in the system. Although vetting is now underway and former police officials are being prosecuted, DPS continues to hysterically attack because their criminal house of cards is collapsing. Vojinović concludes that DPS has no right to demand anything until it settles with its dark past and stops subordinating citizens’ security to mafia interests.
