Greening the Tara Riverbank – A Project Shrouded in Mystery!

Have you heard about the project to green the banks of the Tara River? If not, maybe it’s because no one knows who is working on it, when the work will be finished, or even how much it will cost!

Where’s the money and who’s spending it?

The project, aimed at landscaping and beautifying the riverbank area in the municipality of Kolašin, is financed 80% by the Eco Fund, with the rest to be provided by the local government. The total project value is around 70,000 euros, but details about contractors and deadlines remain a mystery.

The Eco Fund claims that Kolašin municipality ranked fifth in a public competition for green space maintenance and was granted a subsidy of 50,000 euros. However, journalists trying to get information from the mayor’s office were met with silence and avoidance.

What’s happening on the ground?

On site, only some preparatory earthworks are visible, and no tender for the contractor can be found in public procurement records. How is it possible to spend tens of thousands of euros without transparency?

The planned planting includes over 150 seedlings of various species – from coniferous evergreens to decorative shrubs. The goal is to improve the quality of life for residents and visitors, as well as to protect biodiversity and the river ecosystem.

Vandalism and neglect – previous plantings destroyed

This is not the first attempt to green the promenade. Previous plantings made years ago have been almost completely destroyed due to neglect and vandalism. Benches, children’s playgrounds, and shelters have been repeatedly damaged and restored, but to no avail.

Why is everything so unclear?

The municipality claims to conduct the contractor selection procedure according to public procurement laws but does not involve the Eco Fund in the process or inform it of details. Subsidies are paid only after inspection of completed works, but it’s unclear if such inspections will ever happen or if the project will be completed on time.

Conclusion – project or farce?

While money is being spent and no visible progress is made, residents and visitors remain confused and disappointed. Is this yet another example of funds being wasted, or will someone finally put an end to this chaos?
