Public procurement in Montenegro is finally under the spotlight! The Ministry of European Affairs, in cooperation with the Ministry of Finance, is organizing a panel discussion on Chapter 5 – public procurement, as part of the EU4ME project. The event is scheduled for July 7th at the Science and Technology Park, MVP hall, promising to unveil all the secrets and issues of this crucial segment of Montenegro’s European integration.
The panels bring together real experts: Sašo Matas from Slovenia, Jelena Jovetić, Nataša Cicmil, and Dragoljub Bulatović, who will discuss efficiency, transparency, and reforms in public procurement. The second panel is dedicated to the NGO sector, featuring representatives like Jelena Jovetić, Dragana Jaćimović, and others.
Why does this matter? Because public procurement is not just a bureaucratic procedure – it’s the heart of the fight against corruption and key to a better economy. The “28do28” campaign aims to present to citizens in a simple way the benefits of closing four negotiation chapters, including public procurement, intellectual property, digital society, and entrepreneurship.
But is Montenegro ready? We see that institutions are shaky and problems are visible. Still, the EU wants us – as confirmed by the World Bank’s praise for our progress and readiness for reforms. Projects worth millions of euros are already underway, and Montenegro is recognized as a reliable partner in the European integration process.
However, not everything is rosy. Reforms need to be accelerated, especially in public procurement, to ensure efficiency, trust, and transparency. Without that, everything remains on paper, and citizens keep watching money being spent without control.
