Although the hospital has had a second hematologist for four months, the second hematology clinic is still not operational because director Kovačić refuses to sign contracts with the hematology specialists, denying them their legal right to pay. Without this second clinic, patients cannot undergo diagnostic tests like bone biopsies in Karlovac and must travel to Zagreb, further extending waiting lists and endangering lives.
The problem is deeply rooted in a staffing system where loyalists, not the capable, are appointed to key positions, often along party lines. Hospital chiefs pick people from outside the hospital system, and corruption is blatant and systematically organized, with HDZ and politicians like Petrač and Beroš playing leading roles.
