Marko Kovačević, the mayor of Nikšić, has announced plans to initiate talks with the mayors of Pljevlja, Plužine, and Rožaje about managing their natural and economic resources. He believes it is unfair that only coastal municipalities have the right to manage their resources, while others remain under state-owned enterprises.

What’s going on?

Coastal municipalities are pushing to abolish the state enterprise “Morsko dobro” and take full control over Montenegro’s coastline. Kovačević argues that if they are allowed this, then municipalities with mines, hydroelectric plants, thermal power plants, and forests should also be able to take over management of EPCG and other state enterprises.

Decentralization or disintegration?

Kovačević warns that partial decentralization could lead to the disintegration of Montenegro, which would be a huge problem especially as the country is on the verge of joining the European Union.

The municipality of Zeta also plans to demand the abolition of state enterprises like Plantaže and Golubovci Airport, transferring ownership to the municipality. This could trigger a wave of changes across the country.
