Milovan Pavićević, a seasoned police officer with 23 years of service, has been enduring a systematic persecution within the Police Directorate for over four and a half years. After a disciplinary procedure was initiated in February this year, accompanied by multiple postponements of hearings, Pavićević received a suspension notice on July 11. The news was first exclusively confirmed by Deputy Prime Minister Aleksa Bečić, only to be followed by an attempted denial.

Illegalities and Abuses in the Disciplinary Procedure

Pavićević claims that the suspension was proposed by Goran Jokić, the chief of Podgorica police, who is not his direct superior, which violates the law on internal affairs. The deadlines for issuing the suspension decision were repeatedly exceeded – from the suspension proposal on February 18 to the delivery of the decision on July 11, a staggering five months passed.

Shockingly, the suspension justification contains no legal basis, stating that Pavićević’s presence at work would endanger the interests of the service, even though he was banned from coming to work since April. The disciplinary procedure hasn’t even started, as hearings were postponed three times, and now it is scheduled for the end of September – seven months after the procedure began.

Forged Documents and False Accusations

Pavićević asserts that forged reports were used in the process and that he is being framed for illegal actions such as unlawful use of an official Mercedes and owning three apartments. However, property checks show he owns only one apartment, while the others belong to his family. The vehicle he used was a donation, and after his service ended, it was returned to the police.

Political Background and Institutional Persecution

Sources from the security sector indicate that Pavićević has positive security clearances and recommendations, while the only negative marks come from the police leadership and the top of the Democrats. All signs point to Pavićević being a target of a political witch hunt, with the case being conducted under the guise of vetting.

Pavićević has filed complaints for mobbing and discrimination, and his lawyer has filed lawsuits with the competent state authorities. In the coming days, new exclusive information is expected to shed more light on this case.
