Montenegro Government Signs Agreements with Hungary, France, and Ukraine: Infrastructure, Digitalization, and E-Government in Focus!

The Government of Montenegro, at its 87th session chaired by Prime Minister Milojko Spajić, made decisions that, if realized, will significantly improve road and rail connectivity, digital transformation, and e-government in the country. And these are not just any agreements, but with Hungary, France, and Ukraine – three countries that are claimed to be strategic partners in development.

Hungary and Montenegro: Infrastructure Projects of National Importance

The first agreement with Hungary focuses on the development of road and rail transport. Hungarian companies will be the main contractors, and projects such as the development of railway lines and highways are classified as investments of special importance for the economies of both countries. The Government of Montenegro clearly emphasized respect for sovereignty and relevant legislation, while enabling a special regime for contractor engagement, which sounds like a call for swift and efficient implementation.

France and Montenegro: Energy and Infrastructure Boom?

The second agreement with France promises support in infrastructure and energy projects, digitalization, and strengthening human resources. Priorities include the construction of a new university clinical center in Podgorica, modernization of the power grid, and development of renewable energy sources. France is said to provide financial support through grants, loans, and guarantees, which sounds like a serious financial boost for Montenegro.

Ukraine and Montenegro: E-Government on Steroids

The third agreement with Ukraine focuses on establishing e-government services. Ukraine, already advanced in this field, will provide software, know-how, and support in education and digital skills. This project is marked as strategic and will be implemented in accordance with the laws of both countries, without public procurement or tenders, which may raise transparency questions but also indicates urgency and importance.

These agreements form a legal framework for five years of cooperation, with the possibility of earlier termination upon notice. The government claims these projects will contribute to better connectivity, economic development, modernization of public administration, and digital transformation – all key factors for Montenegro’s European integration.
