Fines That Sting: Tax Inspectors in Montenegro Handed Out €544,000 in Penalties from May 1 to June 22, Mostly for Not Issuing Fiscal Receipts!

Did you know that in Montenegro, not issuing fiscal receipts is still a booming business? From early May to mid-June, tax inspectors checked 93 taxpayers and found violations that cost them a staggering half a million euros in fines! Yes, you read that right — €544,000 in fines for breaking the law on fiscalization of goods and services.

What’s the problem?

The biggest issue is that many hospitality businesses, shops, even private accommodation providers and beach bars, don’t issue fiscal receipts. These are exactly the places inspectors are targeting, especially since their turnover spikes during the summer tourist season, but tax discipline drops.

How much was collected?

Out of all the fines issued, only 53% have been paid. That means nearly half the fines remain unpaid! Is this a sign that the tax system still has big holes, or are fines just paper tiger threats?
