Pristina Assembly Blocked for the 40th Time!

Who can even keep up with this endless political soap opera from Pristina? The constitutive session of the Assembly of the provisional institutions in Pristina was interrupted for the 40th time! Yes, you read that right – the fortieth time! There is still no agreement on the election of the Assembly president, and the proposal for a secret ballot was rejected again.

Who’s to Blame?

The Democratic League of Kosovo, Democratic Party of Kosovo, Alliance for the Future of Kosovo, and Serbian List did not propose members for the secret ballot commission today. Out of 51 present MPs, there was not enough support to form the commission. The candidate from Self-Determination, Aljbuljen Hadžiu, despite six attempts, failed to secure the required 61 votes, remaining at 57.

Is There Hope?

After 37 failed attempts to form a government, the parliament has been blocked for months. However, there is a glimmer of hope – the solution has been handed to one woman, and the continuation of the session is scheduled for July 3rd. Self-Determination leader Albin Kurti held a meeting with opposition representatives on Saturday, but no agreement to end the institutional crisis has been reached yet.

Constitutional Court Steps In

The Constitutional Court of Kosovo issued a ruling on June 26th, ordering MPs to conclude the constitutive session within 30 days by electing the president and vice-presidents. The session started on April 15th, but its continuations have not been conducted according to the constitution.

Political Math

Based on the February 9th election results, no party has enough mandates to form a government alone. Self-Determination holds 48 mandates, Democratic Party of Kosovo 24, Democratic League of Kosovo 20, Alliance for the Future of Kosovo and NISMA Initiative 8, Serbian List 9, and the remaining 10 mandates belong to representatives of other non-majority communities.
