Problems in Montenegrin Police: Staff Shortage and Need for Systemic Changes

Igor Rmandić, president of the Independent Police Union, highlighted serious problems in the Montenegrin police force, including a shortage of 1,500 to 2,000 officers, which hampers the quality of work. He emphasized the need for systemic changes, as individual changes do not yield results. Rmandić criticized the condition of police uniforms, training, and the presence of managers with degrees unrelated to security and law. He also stressed the need for adequate psychological support for officers and better cooperation with the public. The union demands salary increases and dignity for the police uniform. Rmandić believes that a police officer must progress through all ranks to understand the system and that hiring new officers, especially after police academy graduation, is essential.
