Protest in Tivat over Belane Beach Lease and Management of Morsko Dobro

Several hundred citizens of Tivat participated in a protest against leasing one of the few remaining free beaches, Belane beach, to the municipality. The protest was attended by representatives of local government, political parties, NGOs, and tourists. The deputy spokesperson of the municipality read a letter from the local government president Željko Komnenović, who was unable to attend. Komnenović stated that despite expectations, there have been no changes in the functioning of the state enterprise Morsko dobro, but rather a rigid and non-transparent form of management. Therefore, leaders of all six coastal municipalities agreed that Morsko dobro should be abolished or transformed and the management of the coastal area returned to the municipalities. DPS councilor Dubravka Nikčević spoke as a resident, expressing concern that the tender for leasing the beach would prevent access to the sea for residents and tourists. It was stated that protests will continue if Morsko dobro does not cancel the lease decision.

Political Perspectives:

Left: Left-leaning sources emphasize the community’s right to access public beaches and criticize the opaque and rigid management of Morsko dobro, highlighting the need for local self-government and public interest over privatization or exclusive control.

Center: Center-leaning sources report the facts of the protest and the administrative issues surrounding the lease of the beach, focusing on the procedural aspects and the calls for transparency and proper governance without strong political bias.

Right: Right-leaning sources may focus on the legal and administrative legitimacy of the lease process, emphasizing adherence to laws and tenders, and may criticize the protests as politically motivated or unnecessary interference with economic development.
