Ukraine and Russia: Negotiations or Just a Show?

Ukraine has announced plans to propose a meeting between Presidents Volodymyr Zelensky and Vladimir Putin, but only after humanitarian negotiations conclude. Rustem Umerov, Ukraine’s Defense Minister, stated that Ukraine has been consistent in its efforts to achieve peace from the start of the war, supporting the American initiative for a full ceasefire. However, negotiations have been tough, filled with ultimatums that Ukraine cannot accept.

The first round of talks took place in Saudi Arabia, where Ukrainian and American representatives laid out principles for a possible ceasefire. The second round included Russia via video link, but communication was indirect and mediated by American intermediaries. Although Ukraine agreed to a full ceasefire on land, sea, and air, Russia rejected all compromises except a temporary moratorium on attacks on energy infrastructure.

Negotiations have focused on three main issues: a full ceasefire, humanitarian measures such as prisoner exchanges and civilian releases, and a potential summit of world leaders. However, Russia continues to insist on ultimatums that Ukraine finds unacceptable. Umerov warned that Russia might use humanitarian issues as a tool to avoid increasing sanctions.

On the other hand, Vladimir Putin expressed readiness for a new round of talks and a possible meeting with Donald Trump, who has also shown interest in peace negotiations. Trump stated it is possible Putin has territorial ambitions beyond Ukraine but wants to end the war. Meanwhile, the situation on the ground remains unstable, with a new wave of Russian attacks in the Dnipropetrovsk region killing at least four people and injuring dozens.

The European Union continues to tighten sanctions against Russia, with the 17th package targeting the energy and financial sectors, while Ukraine receives significant military and financial aid. Still, the peace process is stagnant, and the war continues with heavy human casualties and destruction.
