Ready for another scandal that will blow your mind? Ellena Group from Herceg Novi has filed two criminal complaints against the former management of the executive creditors of AD Vektra Boka, accusing them of abuse of office and fraud in enforcement proceedings worth several million euros!
In the first complaint, Milan Popović, the executive director of AD Vektra Boka, and Ranko Grbavac, head of the legal service and secretary of the board of directors, are accused of deliberately failing to file objections to enforcement decisions, even though the Basic Court in Herceg Novi had previously annulled these proceedings. Instead of protecting the company’s interests, they concealed the fact that the court had adopted a decision accepting the objection of the enforcement debtor, which allowed new enforcement decisions to become final and enforce compulsory collection.
The second complaint accuses executive creditors Dragan Spalević from Budva and Milić Popović from Podgorica of fraud. They submitted enforcement proposals based on payroll calculations that the court did not accept because they were not signed by an authorized person. Shockingly, Milić Popović, who was simultaneously the executive director and a member of the board of directors of AD Vektra Boka, was in an obvious conflict of interest, which is legally prohibited.
After the opening of bankruptcy proceedings in Vektra Montenegro, bankruptcy trustee Radojica Grba was aware of all these legal and factual circumstances but did not dissolve the board of directors, allowing this body to continue operating and neglecting the protection of the company’s interests. The total damage caused by these actions is estimated at several million euros and will be subject to detailed expert examination.
This case casts a serious shadow over the operations of AD Vektra Boka and raises questions about responsibility and transparency in company management in Montenegro.
