Employees are without access to offices and systems, and high-ranking officials have been placed on leave as the agency is integrated into the State Department. Trump highlighted mismanagement within the agency, while Elon Musk, in charge of government efficiency, criticized USAID. Democratic senators reacted sharply, calling the closure illegal and demanding a Congressional review. USAID, established in 1961, has had successes.
